Our esteemed Client, The Land Registration Agency, is currently seeking a highly organised and skilled Senior Manager Human Resources to join their team. The chosen candidate will be responsible for overseeing the human resources functions of the organisation including payroll. This includes recruiting, hiring, and training needs for the employees, managing employee benefits and compensation, and ensuring compliance with labour laws and regulations.  In this role, the Senior Manager, shall ensure that the Agency is operating efficiently and effectively having the right resources, while also supporting the development and well-being of its employees.

Main Duties & Responsibilities:

Human Resources Management

  • Leads recruitment processes including the drafts, processing and issuing of calls for applications, following the necessary procedure as outlined and guided by prevailing policies, regulations and Directive 7.
  • Follow-up on promotions and progressions of employees as and when required.
  • Coordinates and carries out constant and regular compliance checks to ensure that established policies are being adhered to and, follow-up on the timely implementation of corrective measures if required.
  •  Management of the Agency’s Payroll and other related matters.
  • Preparation of HR Plans including budget planning and contribution in the overall Agency’s business developments, strategic vision and financial plan.
  • Ensures alignment between the HR Plan and business goals, contributes towards the Training Needs Analysis and supports change management programmes.
  • Collates and reports data related to human resources records of the Agency.
  •  Ensures implementation and development of performance plans and appraisals and assists Management to ensure that clear targets are provided, and appraisals are conducted regularly and within timeframes.
  • Supports and prepares all the required data/financial workings in case of Collective Agreements negotiations.
  • Conducting evaluation and appraisal of policies in the related fields and business processes, formulating informed recommendations and action plans.
  • Ensuring that staff and resources are professionally managed to encourage a flexible organizational system and structure that is responsive and pro-active in relation to changing requirements.
  • To manage a personnel database and HR information system ensuring good record-keeping.

Overarching

  • Compiles checklists and Standard Operating Procedures to improve adherence to processes, procedures, and regulations to reduce risks of lack of compliance in all fields under responsibility.
  • Undertakes any other tasks, which the superior may delegate to him/her, as may be required.
  • Supports the Executive Head as and when required.
  • Takes a leading role in the identification of process improvements for simplification, innovation and added value in all operating fields of the Agency.
  • Represents the Agency or Ministry in meetings and conferences, both locally and abroad and participating in working groups as required.
  • Representing the Agency or Ministry in any legal proceedings as required and ensuring the correctness and relevance of documentation.
  • Assist in managing the planning and implementation of audits, including the approval of field audits and spot checks and any follow up required. Also contributing to internal and external audits as required.
  • Contributes to and assists in the compilation of various reports.
  • Ensures effective and efficient industrial relations with the trade unions and their representatives in the interest of the organization and its employees.

Qualifications and Experience

Candidates eligible for shortlisting must possess a Bachelor’s Degree at MQF Level 6 (subject to a minimum of 180 ECTS/ECVET credits, or equivalent) in a field directly related to the main responsibilities of this position, coupled with a minimum of three (3) years management experience with relevant background and proven track record in the respective fields. The ideal candidate should possess strong abilities in managing the HR cycle, inspiring teams towards common goals, and facilitating decision-making processes. Additionally, they should demonstrate exceptional communication skills, adaptability to changing circumstances, and proficiency in relationship management.

The role offers a package in the range of 40k, performance bonus and other benefits.
