Our esteemed client, is currently seeking a highly organised and skilled Senior Manager Finance to join their team. This role involves overseeing the financial operations, managing financial resources and ensuring compliance with financial regulations and laws. In this role, the Senior Manager shall ensure that the company is operating effectively within the parameters of the Fiscal Responsibility Law.
Main Duties & Responsibilities:
- Responsible for the timely and correct processing of fiscal and financial transactions, verifications, recording, tracking and reconciliation;
- Responsible for the correctness of basic book-keeping and other accounting documents, including performing work on the bank reconciliation process of the Agency’s accounts;
- Ensures timely collection of revenue and arrears, taking action to ensure that all dues to government are settled in timely manner;
- Responsible for the maintenance and control of accounts, such as below-the-line accounts and votes, assessing virements within votes as well as requests for additional funding;
- Coordinates the release of funds through various mechanisms and the collection of revenue, approving transactions as directed, reviewing management accounts, cashflow statements and other financial reports as part of the process;
- Contributes to budget planning and control, ensuring the timely compilation of the Business and Financial plans;
- Assesses budgetary allocations and revenue forecasts as per the Financial Estimates of Government;
- Drafts both Business and Financial plans, and their continuously monitor their implementation during the course of the year;
- Contributes towards the interpretation of final accounts and participating in value for money analysis and reviews;
- Contributes and oversees the procurement role of the company;
- Keeps abreast with accounting standards, financial legislation, and Government policies;
- Ensures the formulation and updating of policies of a financial nature;
- Compiles checklists and Standard Operating Procedures to improve adherence to processes, procedures and regulations to reduce risks of lack of compliance in all fields under responsibility;
- Undertakes any other tasks, which the superior may delegate to him/her, as may be required;
- Supports the Executive Head as and when required;
- Takes a leading role in the identification of process improvements for simplification, innovation and added value in all operating fields of the company;
- Represents the company in meetings and conferences, both locally and abroad and participating in working groups as required;
- Representing the Agency or Ministry in any legal proceedings as required and ensuring the correctness and relevance of documentation;
- Assist in managing the planning and implementation of audits, including the approval of field audits and spot checks and any follow up required. Also contributing to internal and external audits as required;
- Contributes to and assists in the compilation of various reports.
Qualifications & Experience:
The minimum qualifications eligible for shortlisting are a recognised Bachelor’s degree at MQF Level 6 (subject to a minimum of 180 ECTS/ECVET credits, or equivalent) in Finance or a comparable qualification such as ACCA;
- A minimum of 5 years post-graduate experience in a leading and/or managerial role;
- Experience in using financial management systems. Knowledge of Shireburn will be considered as an asset;
- A certified public warrant (CPA) will be considered as an asset.
OR
- Master’s degree at MQF level 7 (subject to a minimum of 60 ECTS/ECVET credits; or equivalent) in Finance of a comparable qualification such as ACCA;
- A minimum of 3 years post-graduate experience in a leading and/or managerial role;
- Experience in using financial management systems. Knowledge of Shireburn will be considered as an asset;
- A certified public warrant (CPA) will be considered as an asset.
