Our client is seeking an experienced and strategic Head of Human Resources to lead and oversee the HR function, ensuring the organisation has the people, culture, and capabilities required to achieve its business objectives.
The successful candidate will be responsible for developing and implementing people strategies, driving employee engagement and organisational development, overseeing HR operations, and providing strategic HR guidance to senior leadership. This role combines strategic leadership with operational excellence to deliver an effective, compliant, and people-focused HR function.
Key Responsibilities:
Strategic HR Leadership
- Develop and implement the organisation's HR strategy, aligning people initiatives with business objectives.
- Lead, mentor, and develop the HR team while managing departmental budgets and resources.
- Partner with senior leadership to strengthen organisational culture, employee engagement, wellbeing, and employer branding initiatives.
- Act as a trusted advisor to management on workforce planning, organisational development, and employment matters.
- Provide expert guidance on employment legislation, employee relations, disciplinary matters, grievances, performance management, and absence management.
- Support and develop leadership capability across the organisation through coaching and HR best practices.
Talent Management & Organisational Development
- Lead workforce planning, organisational design, and succession planning initiatives.
- Oversee end-to-end recruitment, onboarding, performance management, talent reviews, employee development, and offboarding processes.
- Design and implement learning and development strategies to build organisational capability.
- Lead organisational change initiatives, including restructures and change management programmes.
- Ensure effective training programmes are in place, including mandatory and compliance-related learning
Reward, Payroll & Benefits
- Develop and maintain remuneration, grading, and job evaluation frameworks.
- Lead annual salary review and performance bonus processes.
- Oversee payroll governance, statutory reporting, and audit requirements.
- Manage employee benefits, including pension schemes, ensuring accurate administration and effective communication.
Governance, Compliance & HR Operations
- Ensure compliance with employment legislation, GDPR, and internal HR policies.
- Oversee HR administration and employee records throughout the employee lifecycle.
- Support the organisation's Health & Safety framework in collaboration with relevant stakeholders.
- Provide workforce analytics, HR reporting, and strategic recommendations to senior management.
- Continuously review and improve HR systems, policies, processes, and operational efficiency.
International HR Support
- Provide strategic HR guidance for international operations, supporting local management on employment matters and organisational growth.
- Assist with the establishment of HR frameworks, employment practices, remuneration structures, and compliance requirements in new markets.
- Collaborate with local advisors to ensure compliance with country-specific employment legislation and HR best practices.
Requirements
- Degree or professional qualification in Human Resources, Business Management, or a related discipline.
- Minimum of 10 years' HR experience, including at least 5 years in a senior HR leadership role.
- Strong knowledge of Maltese employment legislation and HR best practices.
- Demonstrated experience leading HR teams and driving strategic people initiatives.
- Strong commercial awareness with the ability to align HR strategy with business objectives.
- Excellent leadership, coaching, influencing, and stakeholder management skills.
- High level of integrity, professionalism, and discretion when handling confidential matters.
- Proven ability to manage multiple priorities, lead organisational change, and deliver strategic HR projects.
- Strong analytical, organisational, and project management skills.
- Proficiency in HRIS platforms and HR technologies, with the ability to leverage data to support business decisions.
